OTTUMWA – An Ottumwa woman faces multiple misdemeanor charges after she was found intoxicated and sleeping in a public place, while her children were left unsupervised.

According to court documents, on Sunday, August 23, at around 9:45 AM, Ottumwa Police officers found 33-year-old Iopipi Otto sleeping on the ground outside of a business near the intersection of Madison Avenue and Wabash Avenue. The business was closed at the time. Otto reportedly displayed bloodshot, watery eyes, and had an odor of alcohol emanating from her person, in addition to allegedly possessing a spilled cup which contained an alcoholic beverage and an open container of alcohol.

Police say that Otto agreed to a preliminary breath test, which found her BAC to be 0.20.

During the incident, it was discovered that Otto has two children, ages 3 and 6, of whom she is the mother and has sole custody. The children were allegedly left unattended at this time, though their exact location was not detailed.

Otto was charged with Child Endangerment (aggravated misdemeanor) and Public Intoxication (simple misdemeanor) and transported to the Wapello County Jail, where she remains in custody.
