OSKALOOSA — The City of Oskaloosa announced the launch of the CORE (Community-Oriented Revitalization & Enhancement) Neighborhood Improvement Grant Program, a new initiative designed to encourage residential property improvements and neighborhood reinvestment in targeted neighborhoods.
The CORE Neighborhood Improvement Grant Program will provide reimbursement grants of up to $5,000 per property to assist homeowners with eligible exterior repairs and improvements to roofs, chimneys, foundations, porches, windows, doors, siding, trim, gutters, and painting. Most improvements will be eligible for up to a 50 percent grant, while owner-completed (DIY) painting projects can receive up to an 80-percent grant when materials are purchased from an Oskaloosa retailer. Applications submitted early for the greatest needs will have the best opportunity for maximum funding.
The initial program for Area A focuses on residential properties with frontage along North Market Street, generally bound by B Avenue, Rosenberger Avenue, and K Avenue East. Both owner-occupied and renter-occupied residential properties can qualify, provided the property owner applies and the property is free of outstanding city code violations, court orders, or assessments.
“This implements a Plan Osky Comprehensive Plan recommendation to create a micro reinvestment and enhancement program for targeted neighborhoods”, said city officials. “It’s an investment in the long-term vitality of one of Oskaloosa’s important neighborhoods and most visible corridors. By helping property owners with needed exterior improvements, we can support neighborhood pride, increase property values, and promote continued reinvestment in the community.”
A total of $50,000 has been allocated for the program until June 30, 2027. Applications will be reviewed by city staff with recommendations forwarded to the City Council for consideration. Applicants must include project descriptions, supporting photos or drawings, and contractor quotes or detailed cost estimates. Projects approved for funding must be completed within six months of City Council approval.
